The Michigan Strategic Fund’s approval of $669,133 in state tax capture for these projects shows its “focus on laying a path for economic growth and recovery in all regions of our state,” Michele Wildman, Michigan Economic Development Corporation senior vice president of community development, said in a statement.

The Detroit project support was announced in late October alongside three others in Clawson, Graying and Grand Rapids. The projects will revitalize public spaces in traditional downtown districts to “establish attractive places to live, work and play,” Wildman said.

Homeowners are expected to be moving into townhouses in Detroit ’s North Yorktown neighborhood by the end of the year. The MDC’s strategic plan calls for developing attractive places in geographically disadvantaged areas, creating more housing, addressing blight and improving public spaces.

Yorktown will gain 14 two-bedroom, three-story homes on the north side of Pine Street between Wabash Avenue and Rosa Parks Boulevard. Aimed at middle-income families, the townhouses average 1,500 square feet, with 1.5 or 2.5 bathrooms, “urban design elements, attached garages, quality finishes, outdoor art installations and tree farms,” according to developer Oakland Housing, a nonprofit dedicated to advancing homeownership.

The MSF last month approved the brownfield work plan for the project, which includes the $62,333 in state tax capture reimbursement. The city of Detroit is supporting the project with a Neighborhood Enterprise Zone abatement of $332,669 and the local portion of the brownfield work plan valued at $429,253.

Three underused and neglected buildings in Detroit ’s Milwaukee Junction neighborhood are being overhauled to create commercial units, 18 apartments and 175 full-time jobs. The project will help meet demand for retail and housing stock in the neighborhood while bringing three buildings “back to productive use after years of underused, vacancy and neglect,” according to the MDC.

The numbers cited are the total millage rate applied to owner-occupied homes. The average taxable value for residential parcels was obtained by dividing the city or township’s total taxable value for residential property by the number of residential parcels, which includes vacant lots and abandoned homes.

The median home value and property tax bill come from the Census Bureau’s rolling five-year estimate for 2014-18. In 2019, the city of Course in Wayne County had a rate of 111.5 mills for homes in the Course school district and 111 mills for homes in River Rouge schools.

The city is served by Gross Point schools. The Michigan Supreme Court ruled in favor of Detroit Monday in a dispute with a major law firm over taxes on services performed for clients outside the city.

The case was closely watched by other Michigan cities that levy local income taxes on a variety of businesses. The Supreme Court agreed with Detroit, which argued the Hangman firm should have included revenue for all services performed within the city, even if a client was in another community.

Hangman, which specializes in representing businesses, is based in Detroit but has offices in Ann Arbor, Lansing, Grand Rapids, Kalamazoo, Bloomfield Hills and Chicago.
