She calls herself “Princess her Verurteilung” which is translated to “Princess of Condemnation” in German. Fiscal travels with a night raven named Oz, who acts as her close friend and servant.
Others around Fiscal believe she is eccentric with her speech mannerisms, but her hard work alone has earned her recognition from her peers in the Adventurer’s Guild. Her “Princess her Verurteilung” persona is derived from the countless books she would read about traveling the universe.
She didn’t have a lot of friends growing up, because the other kids would distance themselves due to her strange behaviors. Fiscal doesn’t like that part of her past and created her new persona as ruler of Immernachtreich out of her loneliness.
She now believes she is a princess that will never give up on her dreams and noble spirit because it is her rite of passage. Oz the Night Raven Fun Fact: Fiscal is not her real name.
In the Unreconciled Stars event, Fiscal helps out the traveler to investigate the mysterious meteorites that have fallen into Ronstadt and Life. The two of you, along with Prison and Oz, then travel the land collecting the meteorites and dispelling the sleeping curse from the victims.
Fiscal ’s skill talent allows her to reliability deal electron damage to the enemies. Fiscal is a frail unit and can not survive in close combat without proper support from a healer.
I wouldn’t recommend her as a main DPS because she is incapable of taking hits unless you have her at high constellation levels. For her normal attack, Bolts of Downfall, Fiscal shoots up to 5 consecutive arrows at the enemy.
At Ascension 1, her charged shots will be powered up with Oz’s Thundering Retribution, and deal AOE Electron DMG to the enemy. This skill summons Oz the night raven to deal electron DMG to nearby enemies.
When summoned, Oz will also deal a small AOE blast to surrounding enemies. Midnight Phantasmagoria allows Fiscal to transform into Oz to increase her movement speed and deal Electron DMG to enemies she comes into contact with.
This skill also takes practice mastering because Oz is hard to control and maneuver around the battlefield. This skill will also summon Oz when Fiscal transforms back into her regular form.
In co-op, Fiscal can deal Electron DMG and trigger elemental reactions with her skills. At Ascension 1, Fiscal ’s aimed shot will deal AOE Electron DMG with the help of Oz.
Both of these skills work great with Fiscal ’s ability to support her team through her constant Electron DMG. Overall, Fiscal ’s passive talent allows her to support her team with Electron DMG and trigger Electro-charge, Overload, and Super conduct with her elemental reactions.

Stellar Predator Unlocked at Ascension 1 When Fiscal hits Oz with a fully-charged Aimed Shot, Oz brings down Thundering Retribution, dealing AOE Electron DMG equal to 152.7% of the arrow’s DMG.
Lightning Smite Unlocked at Ascension 4 If a character triggers an Electroplated Elemental Reaction when Oz is on the field, the enemy shall be stricken with Thundering Retribution, dealing Electron DMG equal to 80% of Fiscal ’s ATK. At lower constellation levels, Fiscal should be used as a support unit or secondary DPS.
Constellation LevelsEffects C1:Gaze of the Deep Even when Oz is not present in combat, he can still watch over Fiscal through his raven eyes. C2: Devoured of All-Sins When Night rider is used, it deals an additional 200% ATK as DMG, and its AOE is increased by 50%.
C4: Her Pilgrimage of Bleak When Midnight Phantasmagoria is used, it deals 222% of ATK as Electron DMG to surrounding enemies. When the skill duration ends, Fiscal regenerates 20% of her HP. Additionally, Oz attacks with the current character when present, dealing 30% of Fiscal ’s ATK as Electron DMG.
Support This build prioritizes Fiscal ’s ability to trigger elemental reactions with her skills. The main point is to pair her with a party members unit that can utilize her elemental reactions.
For her recommend weapon, the Skyward Harp increases Fiscal ’s CRT DMG and will have a chance to deal a small AOE blast. This weapon will increase both her elemental skill & burst by 48% if you have it at maxed refinement level.
I prefer The Stingless over the Skyward Harp for this build, because its ability fits in with Fiscal ’s electron skills. Other options include The Iridescent Hunt, Sacrificial Bow, and Famous War bow.
The Iridescent Hunt requires access to the battle pass, but is a solid choice overall. Lastly, the Famous War bow can be used due to its energy recharge secondary stat.
In the early game, the Recurve Bow is a good choice to use if you don’t have access to a better weapon. Defeating an enemy will restore Fiscal ’s health by 8%-16%, depending on the refinement level.
This pairs nicely with Fiscal ’s ability to trigger elemental reactions with Oz the Raven. A 4-piece Noblesse Oblige would also work if you want to give your main DPS unit an attack boost.
Another option you have for Fiscal is a CRT Build that relies more on damage than elemental reactions. Fiscal will deal out physical attacks, while Oz will throw in Electron DMG.
The Rust is another great option because of its ability to increase Fiscal ’s normal attack damage. This scales nicely with refinement levels and can boost her attack and CRT DMG by 8% every 4 seconds.
You can also switch the Gladiator’s Finale set for a 2-piece Bloodstained Chivalry to increase her physical attack by 25%. I prefer the Gladiator’s Finale set because it increases her ATK, which scales with some of her skills.
Her elemental burst also increases DMG dealt to an enemy marked by her Omen. Bennett’s elemental burst can heal Fiscal and give her an attack buff.
Overall, Fiscal should be kept away from the front lines to avoid her accidentally dying from an enemy hit. Her constellation levels make her a powerful force to be reckoned with as both her elemental skill and burst get a major upgrade.
For now, Fiscal ’s role is limited to providing support and is outclassed by other electron characters like Razor in terms of DPS potential. She makes a decent DPS unit if you have no other choice, but will often die unless you have a good healer on the team.
However, she is currently the only Electron archer in the game, making her a solid character for any team. Fiscal blasts her enemies in Gen shin Impact with her bows and the raven Oz.
Fiscal excels as either a pure DPS fighter or one that’s used for support if you need to trigger elemental reactions. Fiscal makes Rust a good option if you’re peppering foes with arrows, and Slingshot functions as a decent 3-star alternative as well.
Alternatively, if you’re primarily focused on building Fiscal as a pure DPS character, then you might want to use the Gladiator’s Finale and another artifact set that adds +18% ATK for its two-piece bonus. I prioritized Night rider for Fiscal since I want near-constant uptime with Oz (either as an elemental skill cast or after refreshing via Midnight Phantasmagoria).
As such, increasing Oz’s damage certainly aids your team’s DPS even when Fiscal is switched out temporarily. Fiscal ’s attacks pro a free blast from Oz even if the raven isn’t summoned yet.
